Bexar County Infrastrcture Services issues the following types of permits for the unincorporated Bexar County.

Driveway/Right-of-Way Permits
As part of it´s maintenance responsibility, Bexar County Public Works is charged with controlling all construction activities in County-maintained rights-of-way; including driveways to access County roads. To obtain a Driveway or Construct in Right-of-Way Permit:

1) Download and complete the Driveway Permit / Permit to Construct in Right-of-Way. The full package above contains:

      a) Court Order and Instructions
      b) Driveway/ROW Permit Application Form
      c) Specifications - Driveway and Pipe
      d) Specifications - Driveway and Sidewalks/Curbs
      e) Specifications - Street Cuts 
      f) Utilites Permit Application Form

2) Submit application and fees ($35.00 per driveway) to the Development Services Section of Public Works located at:

      Bexar County Infrastructure Services Department
      233 N. Pecos, Suite 420. San Antonio, TX 78207

3) Application is reviewed.

4) If approved Bexar County Inspectors must inspect and approve construction.

Flood Development Permits
To verify that development does not have a negative impact on the 100 – Year Flood Plain, Bexar County Public Works must review all construction activities located on property that the 100 – Year Flood Plain. To obtain a Flood Plain Permit:

1) Download and complete the Flood Development Permit Application.

2) A flood study conducted by a Professional Engineer, may be required to determine the base flood elevation.

3) Submit application and fees ($50.00 per activity) to the Development Services Section of Public Works located at:

      Bexar County Infrastructure Services Department
      233 N. Pecos, Suite 420. San Antonio, TX 78207

3) Application is reviewed.

4) If approved Bexar County Inspectors must inspect and approve construction.

Septic Permits
To obtain a Septic Permit:

Storm Water Quality Site Development Permit
As mandated by the Texas Commission on Environmental Quality (TCEQ) and U.S. EPA, Bexar County has established this permit to regulate discharges of storm water associated with construction activities over 1 acre.

 To obtain this Permit:

1) Download and complete the Storm Water Quality Site Development Permit Packet to include the following:
     a)  Storm Water Quality Site Development Permit Application.
     b)  Development Over 5 Acres of Disturbance.
     c)  Development Under 5 Acres of Disturbance.
     d)  De-Watering Plan (If Applicable).


2) Submit application and fees ($500) to Environmental Services located at:
          Bexar County Infrastructure Services Department
          Environmental Services Division
          Storm Water Quality
          233 N. Pecos - La Trinidad, Ste 420
          San Antonio, TX 78207           

Make Checks Payable to "Bexar County Clerk"

3) Application is reviewed.

4) If approved, a permit letter will be issued and inspections will be conducted at construction site.

*Permit will be required for all construction activities over 1 acre of disturbance, beginning February 1, 2010.

Proposition 2 - Road and Bridge Improvements
Proposition 2 allocates $40,581,000 for the reconstruction of roads in areas of high growth to support existing and proposed schools, improve driving conditions and safety, as well as support economic development for Bexar County by leveraging funds through partnerships.

Current Status of Proposition 2 Bond Projects

Most primary Bexar County streets and roads regularly (every 6-7 years) have a seal coat applied to the pavement. This is a preventive maintenance activity designed to prolong the "lifespan" and delay the need for reconstruction of existing County streets and roads. Residential and subdivision streets are resurfaced less often based on traffic volumes, pavement conditions, and available funding.
